Sure. There's still very dedicated groups of folks that meet primarily on weekends through TUNNGLE, EVOLVE, and DISCORD. Our group, mostly U.S. based, consist of about 5-6 gurus - good bunch of guys - sometimes its like herding cats figuring what mission to play, but generally we have great fun. I also know there is a Polish contingent as well as our host Russians headed up by KYTE. 
As I stated earlier your best bet is to hook up Tunngle (the most widely used platform) to the Dangerous Waters channel and be on the lookout for us. The only issue I see for you is location, time zone related being you're in the far east.

I drive with USA~driver here and we do meet up rather frequently! And picking a mission / last minute connection issues are the most challenging parts of our missions
For clarification, Tunngle and Evolve are the connection applications (you only need one) and Discord is similar to TeamSpeak.
